The FCC is eliminating the regulatory fee to apply for an Amateur Radio
vanity call sign. The change will not go into effect, however, until
required congressional notice has been given. This will take at least
90 days. As the Commission explained in a Notice of Proposed
Rulemaking, Report and Order, and Order (MD Docket 14-92 and others),
released May 21, it's a matter of simple economics.
"The Commission spends more resources on processing the regulatory
fees and issuing refunds than the amount of the regulatory fee
payment," the FCC said. "As our costs now exceed the regulatory
fee, we are eliminating this regulatory fee category." The current
vanity call sign regulatory fee is $21.40, the highest in several
years. The FCC reported there were 11,500 "payment units" in FY
2014 and estimated that it would collect nearly $246,100.
The FCC said it has since had an opportunity to obtain and analyze
support concerning the collection of the regulatory fees for Amateur
Vanity and GMRS, which the FCC said comprise, on average, more than
20,000 licenses that are newly obtained or renewed, every 10 and 5
years, respectively.
The Commission said that after it provides the required congressional
notification, Amateur Radio vanity program applicants "will no longer
be financially burdened with such payments, and the Commission will no
longer incur these administrative costs that exceed the fee payments.
The revenue that the Commission would otherwise collect from these
regulatory fee categories will be proportionally assessed on other
wireless fee categories."
The FCC said it would not issue refunds to licensees who paid the
regulatory fee prior to its official elimination.

---Dave Sumner to speak at HamCom
Dave Sumner, K1ZZ, will be the keynote speaker at the ARRL Forum,
HamCom, Saturday, June 13th at 11:00 AM. Sumner, known as "Mr.
Amateur Radio" is the Chief Executive Officer and Secretary of the
ARRL, the National Association for Amateur Radio. Sumner is
responsible to the ARRL Board of Directors for managing the affairs of
the league including its headquarters staff and official journal, QST.
His presentation is entitled, "ARRL Today and Tomorrow".
First licensed as KN1ZND in 1962 at age 13, Dave has been active in
most phases of Amateur Radio operating with special emphasis on CW
contesting. Active from the first as an ARRL volunteer, he joined the
Headquarters staff in 1968 for the summer, became a part of the
permanent staff in 1972, and was named Assistant General Manager four
years later. He was named Secretary and General Manager in 1982, with a
change in title to Executive Vice President in 1985 and the additional
title of Chief Executive Officer in 2001.

---Grassroots Lobbying Course
Immediately following the ARRL Forum in Room 3, a course on Grassroots
Lobbying will be presented by a representative of the Keelen Group,
Frank McCarthy. Frank has had extensive experience in Grassroots
organization and training. The Keelen Group is the political action
firm assisting the ARRL in Washington, DC.
If you ever wanted to be involved in political action to the assist the
ARRL or to influence your legislators on other matters, this is your
chance to learn what to do and what not to do from a professional.
Preregistration is desired, but not required. The course is an open
course. Anyone can attend. For those who chose to preregister, a
Course Handbook on Grassroots Lobbying and a personalized Certificate
of Completion will be presented to those who do. Course completion
qualifies participants to apply to become a Legislative Action
Assistant in the West Gulf Division.
In order to receive a Course Handbook on Grassroots Lobbying and a
personalized Certificate of Completion, you must preregister.
